1 IRS CE/CTEC (Federal Tax Law)

This Self-Study course is designed for Tax Professionals, including tax return preparers, Annual Filing Season Program (AFSP) participants, Enrolled Agents (EAs), Certified Public Accountants (CPAs), accountants, bookkeepers, and other professionals who work with business clients and information reporting requirements.

This course does not include video lessons. The course is completed through independent study of the course materials followed by a final exam. After reviewing the course materials and successfully passing the final exam, participants receive IRS CE/CTEC credit in their account.

The course focuses on tax-advantaged savings opportunities for children, including Trump Accounts, 529 Plans, and Custodial Roth IRAs, and explains how these accounts can be incorporated into tax and financial planning for families. You will learn the rules governing the new Trump Accounts under Section 530A, including eligibility requirements, the accumulation period, contribution limits and funding sources, employer contributions, the Treasury pilot program, account administration, and the tax consequences that apply when the beneficiary reaches adulthood. The course also covers Form 4547 (Trump Account Election) and the procedures for establishing and administering these accounts.

Special attention is given to the gift tax considerations associated with contributions to Trump Accounts, including the annual gift tax exclusion, when a gift tax return may be required, the difference between filing a gift tax return and actually owing gift tax, and potential state tax considerations.

The course also provides a practical overview of 529 Plans (Qualified Tuition Programs), including contributions, state tax benefits, changing beneficiaries, tax reporting, Form 1099-Q, and the potential impact of 529 assets on financial aid. You will also learn about the SECURE 2.0 rules allowing certain unused 529 funds to be rolled over to a Roth IRA when applicable requirements are satisfied.

In addition, the course covers Custodial Roth IRAs, including eligibility requirements, contribution limits, earned income requirements, tax advantages, and rules for accessing funds. Finally, you will compare Trump Accounts, 529 Plans, and Roth IRAs and learn how the characteristics of each option may affect planning decisions based on a family's goals, the child's age and earned income, education planning needs, financial circumstances, and long-term objectives. The course also discusses whether multiple savings strategies can be used together.

The course will help you understand the tax rules associated with these savings vehicles, recognize important planning considerations, and better explain available options to clients who are planning and saving for their children’s future.

What is the deadline to complete the coursework?

All required CE hours must be completed by December 31 of each calendar year.

Can I take the same course more than once?

No. The same course cannot be credited more than once within the same reporting period.

Can excess CE hours be carried over to the next year?

No. Unused CE/CTEC hours cannot be rolled over to the next compliance cycle.

How do I earn or renew an AFSP Record of Completion?
  1. Complete all required CE hours by December 31 (11:59 PM).
  2. Renew your PTIN registration between October 16 and December 31.
  3. Log into your online PTIN account and consent to adhere to Circular 230 practice requirements.
  4. Once all requirements are satisfied, the IRS will issue confirmation instructions from: Taxpros@ptin.irs.gov

After confirmation: Your AFSP Record of Completion will be generated in your online PTIN account. If you do not have an online PTIN account, the IRS will send a letter by mail.

How often do you report course completions to the IRS?

Do you issue a Certificate of Completion?
